Delhi HC stresses NIC to accurately record in ICJS – police database” synchronization”

Delhi HC’s division bench of Justice Pratibha M Singh and Justice Amit Sharma directed.

The National Informatics Centre (NIC) and State Crime Record Bureau (SCRB) to finalize the technical solution of syncing the criminal database of police to prevent any discrepancies and ensure efficient information for coordination.

Duly HC instructed the SCRB and NIC to work on this issue of data synchronization, whenever the court affirms the need for SCRB data readily available. Also, directed to hold their regular meetings for two weeks to outline the solution with a clear timeline for its implementation 

Background– the court was handling a Suo- moto criminal referral received from Additional Sessions Judge/MACT Patiala House Court in 2021. the matter incited due to a lack of data updates in the online criminal dossier system, maintained by SCRB.

System disparity– indicates that the accused was involved in multiple cases. Where the status of the accused shows the he was in police or judicial custody. Questions out below

Whether, is the state’s failure to update regularly in the criminal dossier system a violation of individual constitutional rights?

Or is the state legally obligated to maintain and update the criminal dossier system

According to the recent report filed by Delhi police, are directed to work towards automatically updating orders and judgment information. Currently, the ICJS (Inter- operable Criminal Justice System) is not automatically synchronized with the criminal dossier system due to discrepancies in SCRB records, and thus data syncing is necessary.

SCRB collaborated with NIC to develop the technical solution to enhance the accuracy of streamlined information across the criminal justice system.

The next hearing will now be on September 09.
