Why Bail is the exception rule not being followed in district courts?: CJI

A concern was raised by the CJI, on the point that the principle of ‘jail is the rule and bail is an exception is losing ground these days.
He said that there should be an examination of the fact that why the district courts are reluctant to grant bail and uphold the personal liberty of the citizens.
He also talked about the adjournment culture, as he expressed his concern about the fact that a common man believes that the adjournment culture is a part of the judicial process.
Stressing the inclusivity of women in the field of law, he said that there is a lack of facilities for women in the legal profession as only 6 percent of district courts have women-friendly vending machines.
He also called for changing the culture in terms of the interaction that takes place between the higher judiciary and the district judiciary.
He gave the example of Bela Trivedi whom he said, had risen from the district judiciary and now was at the Supreme Court.
He was speaking at the Judicial Officers Conclave at Kachchh, Gujarat.
