Supreme Court Flags IAS-IPS-IFS Conflict in Forest Protection Case

The Supreme Court raised concerns over persistent conflicts between IAS, IPS, and IFS officers during a hearing on forest protection. Justice BR Gavai, speaking from his experience, pointed out that IAS officers often assert superiority over IPS and IFS officers.

A bench of Justices Gavai and AG Masih was hearing the TN Godavarman case. IFS officers challenged IAS officers’ role in preparing their performance appraisal reports (PAR). They argued that IAS officers lack expertise in forest conservation and wildlife protection.

Solicitor General (SG) Tushar Mehta, representing the Union, sought an adjournment. He stated that he was engaged in another matter. The Court agreed to hear the applications after the Holi break.

SG Mehta assured the bench that the government was concerned and willing to find a solution. He promised to discuss the issue with Amicus K Parmeswar and work toward a resolution.

Justice Gavai emphasized the need to resolve the dispute. He stated that IAS officers often dominate IPS and IFS officers despite being part of the same system. When SG Mehta denied the conflict, Justice Gavai disagreed and reiterated his observations from years in legal practice.

The Court has scheduled the matter for April 2025. SG Mehta committed to addressing the concerns and changing the Court’s perception.
